Washington D.C. January 18, 2025. In a major development to increase international cooperation on cybersecurity, an MoU was signed by India and the United States to enhance cooperation over mutual cybercrime investigations.
The agreement was signed in Washington on Friday-human relationship between USA and India-and has opened the two countries to cooperating with one another increasingly to address the growing menace posed by cyber threats.
Key Signatories and Agencies Involved
The MoU was signed by India’s envoy to the United States, Vinay Kwatra, and Kristie Canegallo, the Acting Deputy Secretary, U.S. Department of Homeland Security. This partnership includes the following key agencies on both sides.
- India: The MoU will be executed, led by the Indian Cyber Crime Coordination Centre (I4C) under the Union Home Ministry.
- United States: The U.S. side will lead the Department of Homeland Security and its agencies, namely Immigration and Customs Enforcement (ICE) and the Homeland Security Investigations Cyber Crimes Center (C3).
Scope and Objectives of the MoU
The MoU’s key objective is to ensure a working framework for cooperation and training between respective agencies. These include:
- Cyber Threat Intelligence Sharing: Enables the exchange of information related to arising cyber threats, providing a proactive mechanism to safeguard against cybercrime.
- Digital Forensics Cooperation: Joint training programs would be run whereby digital forensics are used in sharing best practices. This will equip both sides to mutually investigate and successfully prosecute cybercriminals.

- Terrorism and Violent Extremism: Cyber platforms are used for radicalization and coordination of terrorist activities.
